It says you attempted delivery twice. Through who and why wasn't I contacted? Can I pick up my order and from where

this kind of tracking number starting with U is china post ordinary parcel. you can track its shipment effect date and original post office in http://track-chinapost.com/startairmail.php .

This is a slow and cheap service for low value item. China Post will not scan and update its status after it left first post office. so you can not see new status and know where it is now. china post ordinary parcel might take 4 to 12 weeks to reach your country.

USPS website shows the parcel is in "LOS ANGELES CA DISTRIBUTION CENTER, Arrived at USPS Regional Destination Facility, Your item arrived at our LOS ANGELES CA DISTRIBUTION CENTER destination facility on May 17, 2018 at 2:14 am. The item is currently in transit to the destination."

You need contact your local USPS office and pickup the parcel asap.

China Post will lost control of the parcel after sent to airline. so there will be no update anymore after sent to airline date.

After sent to airline, parcel needs wait about 6 to 12 weeks to get flight from China to South Africa. please be patient.

shipping space to South African is very tight, customs clearance in S.A is also very very slow. 2 to 3 months to reach S.A is normal.
