Post UK to China no movement for 12 days

Hi,

I sent a package to be returned to sender as it was not as described (purchase through eBay)

I posted the item on the 30/12/15 arrive in Beijing on the 04/01/16/. It has been in customs for 12 days with no movement.

Here is tracking number: RU749538284GB

Please advise what is the hold up?
