These were said to be shipped on June 15, 2015. Expected delivery June 29, 2015-July 20, 2015. Can you please help me?

I file that with my bank and seller or just my bank?
Because the seller will not respond.

if you buy from aliexpress/ebay/paypal/amazon, file dispute with those purchase website. Otherwise open dispute to your credit card company.

You can see from this forum that too many people suffered scam from ioffer sellers because it lacks buyer protection system.

Contact iOffer and seel if you can claim refund for fraud shipment. I am not sure it will work, but it deserves a try.
