Post Stuck at IMPORT SECURITY SCAN KUNMING 65022500

My item (one jacket) was sent from the UK by ROYAL MAIL INTERNATIONAL SIGNED. Destination is Dali, Yunnan Province.

RU619503394GB 2014 Import Customs Scan Beijing 20141220 0835
RU619503394GB 2014 Import Security Scan Beijing 20141220 1705
RU619503394GB 2014 Import Customs Scan 65022500 20141224 1215
RU619503394GB 2014 Import Security Scan 65022500 20141224 1227

Item is now 'stuck' in Kunming Import Security Scan.

Went to the local China Post Office for advice; they were absolutely useless. They said they couldn't help in any way or give any information other than what was already available on the internet. When I asked why they couldn't contact the Kunming branch of their own company they said 'they didn't know why'...

Have called 11183 and they were hopeless too. They confirmed the package details and said that the item had been dispatched from Kunming already. They promised that someone would call back within 24 hours to discuss the matter, but nobody called.

Having browsed this site, people are saying 'wait for 30-60 days'?!? Surely that is a joke, right? We shouldn't have to wait that long on a NATIONAL delivery service. Either they can do their jobs...or they can't.

I refuse to believe that there are so many packages going through customs at Kunming that it takes 30-60 days to scan a parcel with a jacket inside then send it. It's just typical Sino-ineptitude. This has got to be the worst postal service I have ever had the displeasure to use and the nonchalant attitude/unhelpfulness of the employees I've encountered so far is worse.

Nobody can even tell me (approximately) where the package is. Tracking system says Kunming. 11183 says it has left Kunming and the China Post employees said....nothing, and that they can't help in any way whatsoever.

Any advice would be greatly appreciated.

the parcel is in China Post Kuming International department(昆明国际). Normally department is in the same building of China Post Yunan branch head office and it should have a customs-controlled sorting area. Your parcel should be in that area. As you know, China Post is a government company , it is rule by person instead of rule by law or regulations. You need some patient to deal with them.

Try to find the manager of that branch and talk to him nicely. Tell him that you are an foreigner and you need this parcel very urgently. As per my previous experience, if you can persuade the manager, you will get your parcel. Good luck.

Thank you for your reply. You're missing the point somewhat. The package contains a jacket. Nothing illegal and nothing which will contravene China's Customs laws. How am I supposed to 'find the manager' when he's in Kunming and I am in Dali? Are you saying that if I don't contact him then I won't receive it? It's a National Postal Service for goodness sake. I shouldn't have to scour the internet for forums, telephone numbers, tracking info etc etc. The package should be sent from it's destination and then arrive within a reasonable amount of time. And no, 30-60 days is not reasonable for an item of clothing.
The telephone number for the Post Office in Kunming (0871-66069540) is constantly engaged and they have no other contact numbers or info available. The issue isn't a lack of patience. It's frustration at people either a) not doing their jobs properly or b) passing the buck incessantly in order to deflect any type of responsibility.

What you mentioned above is absolutely correct and reasonable. However, this is China, not the Western where everything is running as per reasonable regulations. I am sorry to give you those advices which seems useless to you at all. I hope you can find some better way to solve your problem.

Good luck!
