Paypal package takes about 2 to 4 weeks to reach USA depending on season. It has China Post tracking number format like "R******CN". Since Oct 1st, USPS will not scan China Post parcel, this means you can not track the China Post airmail (Including paypal package) in USPS website after Oct 1st. But you can still track it in http://track-chinapost.com/

No. ebay allows ( but not recommend) to use paypal package as shipping method.

However, if seller use paypal package, seller can easily ask for refund for non-receive item because paypal package has no delivery proof. This is very risky for seller. So many seller in ebay prefer using ePacket instead of paypal package, especially on shipping the expensive items.
