Two separate packages were supposedly shipped to me 2 and 3 weeks ago, but there is no record of these numbers in the system.

No record means your seller has not shipped anything to you. Push seller to ship the goods immediately. Tell him if you can not track the parcel in next 3 days, you will open dispute against fraud shipment.
