Post Its been over a month and my tracking # has never shown anything

I ordered from a website called FashionlyX and it took over a month for them to ship my order and I received an email on February 13th saying my order was shipped...we are going on 2 months now and the tracking number I received has NEVER shown anything. It says it wasn't even in the system.
LT316118178CN this is my tracking #-can someone help me figure this out, please?

I do not know if I need to open a case.

http://track-chinapost.com/result_global.php?code=LT316118178CN shows No shipping record. This means your seller never actually shipped anything yet. you are scammed.

If you paid with paypal/aliexpress, you should open dispute against fraud and claim refund.

Thank you. I paid with my credit card....so... we will see. It will probably take quite a while to figure it out but I am going to contact them today to let them know it was fraud.
