Post Is my paket definitely lost?

Hi everyone, I ordered a toy for my cousin on 31.01.19, it was shipped on 14.02.19. All tracking pages show that the last information was Nanjing. It seems that the order never got on a plane or container. Is there a chance it still could arrive due to Chinese New Year? Thank you.
