http://track-chinapost.com/startairmail.php shows your parcel was shipped on Aug 27 but never left Shenzhen. This is a bad news. the parcel is either seriously delayed or lost.

I suggest you wait one more week, if you can not get it by early Oct, open dispute to paypal/aliexpress for lost parcel refund.
