I ordered stuff from Aliexpress and the seller uses China Post Registered Air Mail and gave me tracking number :

LA811345018CN

The status of this tracking number is Logistics order has been created since 2018-11-29 00:46:10

Should I open dispute?

http://track-chinapost.com/result_china.php?order_no=RM986214950CN shows only result "shipping notice received from seller(ALIEXPRESS shipping platform )". This means your seller applied a tracking number from ALIEXPRESS, but never actually shipped anything.

You should push seller to ship the goods immediately. Tell him if you can not track real shipment data in next 3 days, you will open dispute to aliexpress against fraud.
