I've ordered on ebay from a "reputable" seller, even willing to spend a couple more $$ for a shipping service with a tracking number so I can have peace of mind since I don't order online often and paid through Paypal to make refund (if ever I need so) to be a bit easier.

Here's the tracking number: #RG824557869CN
I ordered April 12,2018 and still no update to this day.
ETA arrival of item is May 3. Should I ask for a refund from Paypal as early as now?
Do information on the item really take this long?

http://track-chinapost.com/startairmail.php shows the number is invalid. This means your seller never actually shipped anything yet.

You should push seller to ship the goods immediately. Tell him if you can not track real shipment data in next 3 days, you will open dispute to ebay/paypal whichever you paid money to.
