I placed an order on Ario Mobile’s website for a phone case on Oct 21,2019 and was charged the next day. I had no clue where my order was and had no tracking number until two days ago (Oct 29) . My tracking number RV223373553CN shows no shipping record. This feels like a scam and they are a small business and terrible at responding to emails. What do I do?

http://track-chinapost.com/result_china.php?order_no=RV223373553CN shows No shipping record. This means your seller never actually shipped anything yet. you might be scammed.

You should push seller to ship the goods immediately. Tell him if you can not track real shipment data in next 3 days, you will open dispute to aliexpress/paypal/shopify against fraud.
