First, we have to know where to verify such an "export license", but I know that some countries like China use them.
If you use Paypal, you should be covered, and you may also use Alipay.
Use your bank, they can to some extent help. They can verify the bank account name, make certain that the owner of the account is trading what you buy. If you have a good standing with the bank they can pose the questions for you, that includes the seller's bank recommending the seller. Once there, they will take action against the seller should you raise a dispute through your bank later on. The typical response is that the SELLER WILL GET ALL ACCOUNTS CLOSED - not just one, every single one, and the bank will demand to be cleared of all allegation of fraudulent behaviour. It sounds serious but this is the only way to really get to them. However, not a penny is returned by brute force, for that you need Alipay or Paypal.
To trace items through customs, you have to register with your customs as an "importer" and granted access to their systems - alongside the likes of DHL. Most countries offer this, it is just a simple WEB (closed) site, where you give them the item details. This is based on the same system as the banks use for payment, but you will not be granted access to this unless you are DHL, and passed their exams... Your post use a similar tracking code, and all major logistic provider use a tracker code that you can use to find where the packet has been lost. There are sites on the net that can "take a code and guess the shipper, and run a trace for you".
