Post slow deliviery, seller ignoring messages. need help

I ordered these lights nearly a month ago and it's still sitting at a china post office. I'm not sure what's going on as the seller won't respond to any messages even the dispute I opened, so if anyone here could help me out I'd really appreciate it. The tracking number is RI166401205CN

it seems the parcel has problem to pass safety scan. what is the item inside?
