Hi

This parcel has not arrived even though the tracking says delivered.

I contacted New Zealand Post and they have admitted the parcel was lost in New Zealand.
They say however due to an agreement with China Post any investigation has to be started in the country of posting.

Can you confirm that this is correct and if so start an investigation?

RB920739135CN should be lost or returned. you should file a non-receipt dispute asap.
