Post Been a month - no package & no tracking

I purchased an item on the 6th of December but it has not shown up nor have I been able to track it.
I was given the tracking info of:
China Post EMS: RB003103653AE
But this is showing up as "No Record" on the China Post Tracking webpage & there is no information on the NZ Post system for that number either.
What can I do to try and find it?

1. Your tracking number is a valid tracking number.

2. Unfortunately your parcel was never mail through the Emirates Post.

3. This is what I get when I track your parcel:
Number: RB003103653AE
Package Status: Not Found
Destination Country: Unknown
Origin Country: United Arab Emirates
Item is not found at this moment, If necessary, please verify with the package sender and check back later.

4. Either you contact seller and ask him what is going on with your parcel or open a dispute to get your money back.
