Tracking Number is LP908680431CN

There are urethane wheels inside the package.
It was rejected by Safety Check Point AGAIN.
How on earth is it considered dangerous ? And
Why does this happen again and again?
Is this seller's fault or deliverer's fault? or Just too strict rule?

Please help me. Is this possibly a kind of fraud?
Should I open a dispute for this delay?

China post packages are sorted and packed in large packets for airline security check. If any parcel had problem the big package will be returned and will be repacked for security check again. That is why even if your parcel has no problem it might also be returned and send again.
You need wait one more week to see what will happen. If no forbidden item inside, China Post will send it to airline safety check point again.
