Upon checking, the status says, "Not delivered: According to China Post, your order couldn't be delivered as planned." How can I arrange another delivery attempt?

RB317613592SG is Singapore Post parcel not China Post. http://track-chinapost.com/track_global.php shows it is now in Philippines Post office in PHZONE7. You need go to contact Philippines Post and pay duty to collect the parcel.
