Post didnt ship the goods?

hey paid about 90$ for some item .but seller didnt ship the items.and protection time has finished.and i cant open a dispute ,there is not any button to open a dispute.there is no track number.what i gonna do?.help me pls:(

if you buy from ebay, you can contact ebay customer service.
