Post More than 2 weeks in a weird status

I ordered an item that was shipped with China Post Ordinary Small Packet Plus
with the tracking number 02382518605 and the last status update on 17/11/15

When I check it out I get this status 计划交航 and when translated I get Air China plans to pay

What does this mean??
And why over 2 weeks??

02382518605 is ordinary mail which can not be tracked after it is sent to airline. Normally it will keep travel another 4 to 6 weeks before arriving your country. No more new status will be updated.
