Post is there a custom problem with my shipment?

Hi
I have 2 shipment that stuck st collection and opening status from feb 5-6th . Please help me to anderstand why isnt it shipped to IL.
The shipment is only child dresses so no custom isuee sholud delay it.
My shipments is with tracking # RJ368048870CN and RJ368046675CN
Thanks for the asistance
