Post Unsuccessful Delivery (Sydney Australia), who has the parcel now

I sent a parcel from China to Sydney Australia, the tracking number is CP296392085CN. The tracking status says "unsuccessful delivery". Who can the receiver call or contact regarding who has the parcel now. Is it Australia Post who has the parcel? Or is there a China post van/delivery service who is responsible for delivering the parcel? Would the delivery person leave a notice card? Thank you.
