If there a way to see if a item has been shipped out by the given reference number?

If so, the refernece number is CN14172547991652, shipping method: China Post Unregistered

your parcel is not trackable. You can not verify shipment information. if over 30 days and you do not get the goods, open dispute and you can easily get refund from paypal/aliexpress.
