3. I suspect your parcel will eventually go back to the seller. Please contact seller and mention to him the last tracking that the parcel is import customs. Depending on what he is going to say to you, you still have the choice to open a dispute to get your money back.

1. Your parcel never departed China and yes your parcel is going back to the seller. You need to contact seller and tell him you have not receive the parcel. Also provide him with the full tracking:

3. The last tracking might be the parcel is going from Fuzhou to another city with a bigger Airfield to fly to Germany. Or it could also mean that the parcel still has problem with China Post Export Customs Check.

4. Just wait another week to find out if more tracking will be available for your parcel. Then if no more tracking, contact seller and tell him the parcel is stuck again.
