i can't find anything on it and it's making me nervous

tracking number is LY152113133CN

http://track-chinapost.com/result_eub.php?code=LY152113133CN shows the number has no record in china post database. It is an invalid number. your seller has not shipped anything yet.

If you track more than 3 days and still get no record, you should open dispute to paypal/aliexpress against fraud.

it was a phone case from an indonesian ebay seller using "China Speedpak", is that similar to epacket?

China Speedpak or China ePacket are just a name. They are all china post parcel and can be tracked in http://track-chinapost.com/startairmail.php , if no record, it is a fake number.

The USPS website says "Label Created, not yet in system", does this mean the China post office hasn't got it yet or seller just printed label and hasn't put it in post office yet? http://tools.usps.com/go/TrackConfirmAction?tLabels=LY152113133CN

your seller applied a tracking number from china post ,but never actually shipped anything.

if you purchased from ebay/aliexpress/paypal, you should push seller to ship the goods immediately. Tell him if you can not track real shipment info in next 3 days, you will open dispute against fraud.
