Post How to return parcel from china back to my country?

I have sent a parcel to China more than a half of a year ago. But recipient says it is not delivered yet. May be he lies to me.
I want to know is there any way to get my parcel back? I am from Belarus so it is hard to call China post office directly :)
I have a track number - RR953540483BY
and this site http://www.parcelmonitor.com/track-it-online says 'OUT FOR DELIVERY' all the time I was checking it. I cant understand what this status means.
So, is there any way to ask for parcel refund?

RR953540483BY was delivered to (and signed by) receiver at 18:09:19 Jan 10,2019 in Nanyang, Henan(镇平县处理中心). Delivery postman name is 刘闪, phone is 18638958331. You can ask receiver call that phone number for delivery record.

And that is means that there is no way to return it back, right? Only asking receiver
