my tracking number is RY901731385CN it is on alert. pls anybody help me understand if its on the way or not?

http://track-chinapost.com/startairmail.php shows the parcel was rejected by China customs. It was returned to sender. You should open dispute to aliexpress for non-arrival order refund.

i messaged the seller and he's saying its on the way to the destination country? is he lying then?

you can not get your parcel. your seller did not tell you the truth.
