Post [Emergency] Can I contact the delivery guy in local?

I checked the parcel which will send to me in Ha Noi, Viet Nam (RS562125110CN), it showed status "【越南】Delivery attempt" from Apr 26, 2017 and seem like it failed.
Can I contact the delivery guy or somewhere in my local to receive it by myself?

the parcel delivery is made by Vietnam Post. You should go to your local post office and inquiry delivery detail.
