Should I be contacting the seller to indicate this package is lost now? I believe it is, no tracking updates in 16 days for an EMS package, all my other Ems and Epacket deliveries from after the date this one was sent arrived.

http://track-chinapost.com/track_global.php shows EA321916793CN was shipped on Sep 29. it should be delayed in Guangzhou. I suggest you wait one more week and see if you can get it by Oct 20. If not, you should open dispute to seller for lost parcel.
