http://track-chinapost.com/startairmail.php shows the number RM974348282CN is invalid. This means your seller never actually shipped anything yet.
You should push seller to ship the goods immediately. Tell him if you can not track real shipment data in next 3 days, you will open dispute to aliexpress/amazon/ebay/paypal against fraud.

Is it true that the tracking gets updated once the shipment gets cleared by Chinese Customs?

you will get tracking result within 48 hours after shipper actually gives the parcel to China Post office.
