Supposedly the seller shipped this parcel on Feb 9th. I have not been able to contact the seller since, and this tracking number RC013708583CN doesn't seem to work. Any help would be appreciated.

you are scammed. seller never shipped the parcel. you should contact paypal and open a non-receipt dispute to get money back.
