his package have been updated with "Waiting for Customs Scan" for over 3 weeks. I have not seen anyone with multiple updates like this. Is there anything wrong?

RB561658571CN must have some problem to pass security check. You'd better file a non-receipt dispute as soon as possible.

you should file a non-receipt dispute with paypal or aliexpress. This will protect your money in case of lost. check following page:

RB751245222CN stuck in beijing over 2 months. normally this means it have been returned to shipper. you'd better open a dispute asap.
