Post Package stuck in Urumqi, for more than a month

My Package has been "Departure from outward office of exchange" in URUMQI since 25. October.
The tracking number is RD002499907CN.

Is there anyway to contact the post office and see what's going on?

urumuqi has high lost and reject rate. Wait one more week, if not arrive, you can consider it is lost. open dispute and claim refund then.
