Post Package still not arriving after 2months

I ordered a dress on eBay and it has been over 2 months and my package has still not arrived. When I try tracking it, the latest info I get is from September 26th, where it says it's on "export security scan". Why have I not gotten it yet and why has the tracking not been updated since September 26th? As far as I can tell, the package hasn't even left China.... the tracking number is RG295726887CN

I hope someone can help.

1. This is the tracking of your parcel:

2016-09-25 20:15:59.0 leaving 贸易parcel parcel shipping 部 ，next station 京大平面
2016-09-26 08:42:13.0 Beijing Transit Station export security scan

2. After tracking your parcel on multiple sites, your parcel never departed China. Your parcel is lost/misplace or detained by China Post Export.

3. You should contact seller as soon as possible and provide him with the above tracking and say to him that you have not receive your parcel.
