I purchased a small excavator through shopify, tracking number LL981885803CN, but it says it was delivered and signed for in Australia. Apparently at a place called Elliminyt in Victoria on 11.2.2020. My delivery address was in Queensland. Chinapost cannot tell me where it was delivered to, just "Australia" How do I find out where it is, and if I can get it delivered to me as per contract?

you must be scammed.

LL981885803CN is China Post ePacket which can not ship weight over 2kgs. excavator is a heavy item and impossible to be shipped by ePacket.

Your seller used other people't tracking number to cheat your money. You need open dispute to paypal/shopify against fraud.
