There is still about one month to the deadline, I suggest you wait some more days. If you can not get it by Nov 10, you can then open dispute to claim refund.

Normally duplicate update means the parcel is still in same place and was scanned twice.

Normally such duplicate scan happens when the first attempting to do processing failed. then the parcel was sent to airport customs again. Such situation is not very common. Just be patient.
