I ordered a shirt from http://byshirts.us/ The tracking says that there was an unsuccessful delivery on November 29, 2019. It now says delivered at the top, but no time or date. The person the item was shipped to has not received it. Has it been delivered and if so where was it delivered?

South Africa Post website shows RV231235960CN arrived JHB INT MAIL CENTRE on Nov 29.

you need contact your local post office to pickup this parcel asap.

If JHB is Johannesburg then that is almost 1400 miles from where it was supposed to be shipped. Why was it not delivered to the recipient?
