numero tracciamento RV431042616CN. Il 26/05/2020 pacchetto ricevuto dallo spedizionere. Ultima posizione del 23/07/2020 a Milano (IT). Quando devo ancora aspettare per ricevere il pacchetto in via G. Muzii n.17 Montesilvano (PE)?

http://track-chinapost.com/result_china.php?order_no=RV431042616CN shows the parcel arrived Milan on Jul 23 but not released by Italy customs yet. Not sure what is the problem. I suggest you wait one more week.

If you can not get update by Aug 7, you need open dispute to seller for lost parcel refund.
