Post Damaged goods - claim proceedure??

Hi - I purchased off taobao, my large order ($400 USD) was water damaged on arrival to NZ.
NZ post said to get Taobaoring (the sender) to file a report as per procedure to start a claim enquiry.
This was done in May and has been followed up via phone over 15 times since then.
I have check with NZ post about 4 times since May and no paper work has been sent to them.
China post is ignoring the claim saying that it is impossible that it got wet in transit from china to Nz.
NZ is saying that it arrived wet.
No one is filling in a report therefore no compensation has been made.

PLease let me know
1) is there a form to fill out
2) how do claims get resolved

this is what NZ post have said
"The normal process is the Sender is notified of the damage, they then contact their postal authority who will lodge an enquiry and contact NZ Post for the CN24 Report (damage assessment) they will then approve or decline compensation at the end of their enquiry. Should the compensation be approved they will always pay this to the sender."

please help - i am seriously out of pocket as the goods were severely damaged (i have photos of every item) and unsaleable

if you purchased from taobao.com, you should claim compensation from taobao.com. Otherwise you should claim compensation from seller.
