Post 2 weeks sinced picked up, still in china

It looks like it has been opened and checked many times. Why is this one taking so long to send? i bought other things from china on ebay at the same time and they all arrived.

Tracking number: CP290805849CN

This is the item. It was sent in two different packages, the second package was only picked up a few days ago (RD123414825CN):

http://track-chinapost.com/startairmail.php shows CP290805849CN was returned to Beijing. You might not get the parcel. Open a dispute to aliexpress and claim refund asap.

Thank you. Aliexpress don't pay the seller until i confirm that i've received it. The second tracking number says it was picked up on the 9th so maybe it was resent. I'll contact them anyway, they should have told me.
