click following link http://track-chinapost.com/startairmail.php and see if the parcel status shows as "sent to airline".

Normally it will arrive about 2 to 4 weeks after the "sent to airline " date.

I made a purchase on 23 November 2013 in a North Face jacket, the Tracking Number is RC247793714CN. The purchase was made via the Internet from Chile and is delayed 35 days to arrive at my house. I made the purchase in the ALIEXPRESS.COM page and in the page the selling is already complete. The jacket has not come to my house and when you enter the tracking number in China Post Air Mail website, said that the current state is PEK NULL. What this means? When will the jacket?

The parcel might be delayed somewhere outside China. You should contact aliexpress seller for refund. You should tell them that you will leave feedback(positive or negative) according to their response on the issue. Normally they will solve the problem for you.

All this information is from the year 2013, says nothing this year, should I expect?

you need open a dispute and let seller deal with China Post. If seller can not get proof that you have received the parcel, he will lose the dispute case and be forced to refund you money. check with following post:
