Post Whats going on with my parcel?

Tracking # is 70686302775

I placed an order on aliexpress on 3/30 and the current status has been "export security scan" since 4/14.
It did not say "export customs cleared" so whats going on with my parcel? When will i receive it? This is being shipped to california.
