Hi i order a item 10 days ago i been wait i went to track-chinapost.com.com to track it it say not found RC040769091CN

you can track it in http://track-chinapost.com/startairmail.php, there should be some tracking result.

If tracking result is "Success find: 0 items!", it means the tracking number is invalid. China Post has NOT received this parcel. then you should report fraud to paypal and claim refund.

I brought the item from credit card so do i call my bank?

if i report fraud to my credit card company will they be able to give me the money back?

yes. you should contact credit card company and file a CHARGE BACK against this fraud.
