The parcel just got received by it's destination country which is Philippines just today and it shows in the tracking this information:

Returned from Customs (CUSTOMS STATUS: Import authorized) 4/13/2019 9:46:39 AM PHILIPPINES

Held by Customs 4/13/2019 9:41:33 AM PHILIPPINES

Item for Customs examination 4/13/2019 9:10:49 AM PHILIPPINES

Receive at country of destination 4/13/2019 8:32:09 AM PHILIPPINES

What does "Returned from Customs (CUSTOMS STATUS: Import authorized) means when it got held by customs?

Should I pick it up to their local post office or they will deliver it to my house?

Philippines Post website shows parcel now is in PHILIPPINES Post office, Returned from Customs .

You need contact your local Philippines Post office and pickup the parcel immediately. Philippines Post does not make delivery, you must pay some handling fee and collect the parcel from your local post office by yourself.

I'm currently in Japan and I asked my grandmother to claim it instead. I made an authorisation letter and left 2 photocopies of my valid ID. Is that enough for my grandmother to claim it?

In other tracking website the parcel shows this information:
13/04/2019 08:32 Arrived at destination import office Manila
13/04/2019 09:10 Presented to import customs Manila
13/04/2019 09:41 Held for customs inspection Manila
13/04/2019 09:46 Released from import customs Manila
13/04/2019 09:51 Held at destination import office Manila

It was released from import customs then why does it held again at destination import office?

I am not sure the regulation of Philippines Post. You need ask your grandma contact Philippines Post for pickup detail.
