1. Every parcels entering USA is coming Inbound and has to go through Customs Office. Basically Inbound mail in USA can only be directed to certain Location like Chicago, New York etc.. It's the central point of entry in USA for parcel.

2. As for time it will be at the Customs Office, it all depend of the Customs Officer doing the inspection of the parcel. They have their own way to work sometimes it's fast other time it's slow.

3. I suspect your parcel never pass the Security scan. If you can try to get your money back from the seller. Contact seller and tell him you have not receive the parcel. Your parcel was mail 66 days ago that is to long.
