I send a parcel from China to China Chang Chun, 吉林省吉林市解放北路德威御苑一区04-16. When I do a track, it seems that it was undelivered and sent back from Chang Chun to Beijing as of 1 Sep 2013.

Please advise what can I do so that my parcel can be delivered to my friend ?

RE175828819US parcel failed delivery to receiver. it is now on the way to USA shipper.

yes. it will be returned to USA shipper if you have written returning address in the package.

The shipper has just shifted to a new place. Is there anyway I can inform them about the shipper new address ?

No.the parcel will only be returned to original shipper's address showed in the parcel.
