Post Can you locate my package?

I have not received my order nor any update activity on tracking since 03-17016.
I've made numerous contacts to iOffer and seller with no success.
Seller is not responding to my text requests and iOffer said I have to file a dispute by contacting the seller.
So far, unsuccessful despite all attempts.
Please help. Thank you.

Your parcel is not traceable in USA by USPS.
I suspect strongly that your parcel has arrive in USA.
Either it's at USA Customs or USPS for delivery.
You should look at this site for estimate arrival:

Since last October, the USPS does not provide tracking information for inbound Registered Mail items from China (as well as many other countries). See this thread for details:

China Post Forum

The "leaving Shanghai Int'l Airport going to next airport/seaport" is often the last status update you'll see from China, indicating the item has left for the USA. The USPS knows that the item is coming, but from their online tools it's not possible to say if it has actually arrived yet. You can try contacting the USPS support contacts or your local post office for further information -- I don't think they can help, because of their new policy, but it might be worth a try.

http://track-chinapost.com/result_china.php?order_no=LF468648148CN shows the parcel was just shipped from Shanghai. It is waiting export customs clearance and airline space to France.

Normally you need wait 2 to 6 weeks to get such register airmail in France. Please wait some more days.

this kind of parcel starting with U is china post ordinary parcel. China Post will not scan and update its status after it left first post office. so you can not see new status and know where it is now.

This is a slow and cheap service for low value item. china post ordinary parcel might take 4 to 12 weeks to reach your country.

If your buyer protection is expiring, you should open dispute to paypal/aliexpress for lost parcel refund. Otherwise keep waiting.
