Post can i get a refund ??!?

i have opened a dispute in Ali express and the shipper keeps saying this is in my country when its not ( my country is Canada) it is in Beijing so he denied my refund and i escalated my dispute so now it went to the head place at aliexpress... my protection plan runs out in 6 days which is april 2 and aliexpress told me to send them an email on april 3rd letting them know if i have received... my protection plan will be up by then so can i still get a refund after that or are they scamming me ? i have now been speaking to the main department on aliexpress, not the shipper anymore because he is useless and just keeps saying its in my country
the tracking number is RO610254261CN

RO610254261CN should be lost. you should escalate the dispute and require arbitration from aliexpress. you will get refund.

okay iv been trying that and the shipper wont reply and keeps saying its in my country, so not sure what to do im just waiting for a reply from ali express
