Post Attempted Delivery

It says on the tracking that there was an attempted delivery on December 8. Does that mean that it was delivered? And if it wasn't a successful delivery are they going to try delivering it again?

the parcel is in the hand of Thai Post, contact them for delivery detail.

The parcel is in China Post Shenzhen office, ask receiver go to China Post 深南中 Office pickup the parcel.
