3. As for your problem Australian Post can possibly tell China Post to resend the parcel as soon as it arrive to destination. It might cost you some money but I think it can be done. Maybe the headquarter of Australian Post could help you better with this request.

1. Impossible, they only speak Mandarin and I have seen here somebody wrote an EMail but they never answer.

2. Can you ask the receiver to send it back!
